As Chief Operating Officer, Jim’s responsibilities include construction operations support, scheduling and project controls, and equipment fleet management.

Prior to joining Spartan, Jim was a Director of Operations for Asplundh Construction, where he managed a $30M overhead/underground distribution construction contract for a major electrical utility in the Midwest. Jim also worked for Commonwealth Edison, where he led the Substation Construction and Maintenance Operations for the North side of Chicago (2012-2017), an area serving nearly 500k customers and feeding critical infrastructure in the city of Chicago. Under his leadership, the Chicago North substation group had no OSHA recordables, grew in personnel, scope of projects, in-house knowledge, and sophistication of repairs. In 2017 Jim’s department received one of the highest Supervisor Effectiveness scores in all of the Exelon Companies. Prior to his role in Transmission and Substation, Jim worked in ComEd’s FP&A and Capital Budgeting departments.

Jim holds a B.B.A. in Finance from the College of William and Mary and an M.B.A. in Decision Analysis and Finance from the Kellogg School of Management. Jim is a decorated infantry officer who led Marines in combat and security operations in support of Operation Iraqi Freedom and Operation Enduring Freedom (2000-2008).
